Resident Swivel Frame Expert Needed

I found a swivel frame here locally & bought it. It needs everything & I mean everything. I have no intention of restoring another Power Wagon in the near future but I did briefly consider the thought of restoring the frame & installing it under the orange 49 PW I built for my father.
It's a Willock conversions....anyone know when Willock started doing their conversions? I read online somewhere some guy that claims only 50 were built but since I know of 4 in the immediate area...I'm guessing that's bunk. Anyone have any better info?
I may just sell this off if anyone needs a big project. It's an original paint express bed truck with bed & fenders & MU2 winch but that's where the good points end :)
