I agree with Mike on this. If a tire is not true, or round, then the "center" of the tire is not really in the "center" and still won't be when it's been "trued".
I had some tires re-capped many years ago. They rolled on the highway like I was driving on potatoes. The re-cap company "trued" them for me. When they were done, the tread depth varied from 1/8" to 1/2". The tires wore out prematurely and the whole operation was a big waste of time and money.
