Chris is right that the later/higher number heads are the high-compression. I have a high-compression Plymouth head in my shop right now that starts with 1405, so I would say yours is high-compression.
All of the high-compression heads I have seen have the extra hump and hole for the internal bypass water pump. The top head in this photo is standard. The two lower heads are high-compression with asymmetrical combustion chamber over the valves and a shallower sloping edge towards spark plug.
