The horsepower is just a function of torque and rpm. HP = (torque x rpm)/5252. How much torque you need at what rpm is the question.
Diesels just make peak torque at a very low rpm, so the horsepower numbers don't look impressive. But, it's torque that allows us to climb hills, pull stumps, or simply get a heavy vehicle moving.
