I had the same trouble with the windshield tape and not being able to close it fully, because where it attached to the windshield frame caused interference with the dash opening preventing full retraction.
My "fix" was twofold: took a small vice grip and gently bent open the slot in the dash a bit, and then repositioned where the tape attached to the frame about 1/4" - and this really helped the most to get full retraction.
