Chrysler Historical emailed me the build card a few minutes ago.
Options are hand written and the card says "Attention: K.C. Deacon", who was a manager at the time best I can tell. He was made Operating Manager of the truck plant in 1951 and VP of Dodge and General Manager - Trucks in 1955.
