Ignition Ballast Resistor Question

I'm using a ballast resistor on the 6x6 ignition system. I'm getting 12v at the coil when the engine is not running. Ohm reading across the resistor is 0.7 ohms at 60 deg F. Is this right? I thought the voltage was supposed to drop to 6 or 9 volts.
