Maybe one drum is a slightly bigger diameter. That'll possibly allow one to fit the shoes better than the other at the middle of the shoes.
Maybe one drum has some contamination or a smoother surface or whatnot.
How badly different are they? Does it pull to one side at modest braking/speed?
On a single reservoir system, air will cause equal inefficiency at each wheel cylinder. It's simply going to become compressed and take up pedal travel.
