restrictor plate needed and why?

I'm working to get ready to change out my E7T2 Carb to a square top carb, and Clint mentioned all his trucks with a square top carb have a restrictor plate as shown in the center of the picture. (thanks Clint for the pic!).

1) Does anyone have one they are willing to part with?
2) Does anyone know why it is there? I can't imagine NASCAR will be pulling my engine apart looking for why my truck is so fast... but there does not seem to be any logical reason to have it, other than slow my progress down on this project!!!
