Rear Questions

I have a 79 powerwagon originally dana 44 no lockout hubs, I put in a 84 front rear dana 44 with auto lockouts, if i put my shift in HI truck wont move, If i put it in HI LOC it does go. What is wrong with it do I need a 84 transfer case, or is the rear bad????????
