That's how those electrolysis frauds achieve mpg reduction. They change the richness settings of the computer injection. You could get the same mpg results with the computer alone and without your jar of hydrogen. Problem is, now it is violating emissions regulations.
The alcohol and veg oil is another gimmick for hobbyists and charlatans. If you're willing to tinker, you can make all kinds of crazy stuff work. I ran my truck on straight veg oil for a long time, but I would never recommend it to the average person.
