In 2009 they knew the main spillway was damaged and in need of major repair. In 2012 they were told the emergency spillway, which just dumps water down a forested hillside, should be replaced with something made of concrete so it wouldn't wash out the hillside if it was ever used. Now they guesstimate $200 million just to fix the main spillway. That doesn't include clearing the main channel or the irrigation diversion pool or the tailrace of the powerhouse or repairing the emergency spillway. Deferred maintenance is expensive. I bet the whole dam didn't cost $200 million back when they built it.
