As previously stated it is the body tag. the numbers mean
43 Year of body design
12 Body type (12 = Closed Cab)
5867? Body sequential serial number
The body serial number is not the VIN number for the truck. It is sequential body number. I.E. the tab above is for the 5867?th body made of the 4312 body style. The body tag number is generally sequential with the VIN but not always as they would grab bodies out of sequence to put on frames plus you had more than 1 plant building trucks. You can somewhat use the body tag to generally place the part of year that the body was built. If you found a body tag of 20000 on a 46 PW you would have a good indication that that is not the original cab.

10 = Flat faced cowl
12 = Closed cab
13 = Panel Van (also first hand-converted VC6 Carryalls)
19 = Reconnaissance (Command Car)
29 = Radio Reconnaissance (Radio Command Car)
39 = Ambulance
49 = Carryall
56 = Closed cab (half ton)
62 = Closed cab
66 = Express body with transverse rear seats
76 = Express body with no rearseats
86 = Gun motor carriage
90 = Flat faced cowl with bucket seats
