That's right because the "low" side of the coil goes to ground through the points. On most systems with a starter relay (rather than just the foot pedal), the relay not only puts the juice to the start motor but also bypasses the ballast resistor. This give the coil some extra juice while cranking and makes up for the starter drawing the battery voltage down. The real purpose of the ballast resistor is so that you can bypass it while cranking.
