Use neutral in transfer case?

Looks like the PTO use 2nd gear on the cluster for drive. If that gear is chipped tranny would also make noise in 2nd gear w/out pto installed?

Or maybe it's a bad idler gear int he pto? Did you get that far tinot it, or just do the input gear of the pto?
