The wheel studs in your picture will move and allow the rotor to rotate in relation to the hub. This is because they are not in metal between the hub flange and rotor. Additionally, with the rotor having limited contact area on the hub lug bolts there is reduced friction to help stop movement of the rotor.

How about a solid spacer between the hub flange and rotor. Counter sink the holes for both sets of lug nuts and get longer lug nuts for the hub flange. I would suspect that lugs off of a semi might work.

It might be easier for you to have someone machine your hubs and build a mounting plate for the rotor like Ray does in his disk brakes. I am sure you can find a shop that will machine everything and weld the mounting plate to the hub. That way you keep the PW lugs untouched and the rotor is bolted on independently.
