I can't comment on whether to fasten the PEX lines to the rebar. I would keep the heat lines near the center of the slab, but you don't want to set any kind of anchor above the PEX line. Map out your system so you have a general idea where your lines are. Pictures sometimes help. If you know where certain large items will be anchored, move the lines to accommodate the anchors. If you lose track of the lines, you can find them by turning on the heat and feeling where the warm area show up on the surface. It's pretty obvious after an hour or so of heating. Or use an IR camera, they work great.
