They don't "deserve" it, but the California legislature has been gerrymandered such that all the conservatives/Republicans are stuck in a few districts and the liberals/Democrats are distributed as widely as possible so as to control as many seats as possible.
What I don't understand about California is how the state can always be right on the verge of bankruptcy, and yet they never quite go bankrupt.
