question about hubs

i have one hub so far(not all of them off all the trucks)that the lug studs centers are not drilled in the center of the machined area in the hub where they sit--off center by an 1/8 or so---

how common is this (ore was he drinking on the job that day

be nice if 99% of them were drilled in the center of said machined area on the back side of the hub flange

does it vary alot(in other words are they never drilled in exactly the same place hub to hub
