Hi Steve. Welcome to the Forum. From all indications, you have the opportunity to acquire a good Power-Wagon with a lot of potential. I would not be opposed to getting it running, rebuilding the brakes, and use it just as it is for years to come.
Rear bumpers of that type are quite common in the Midwest farming communities. Nearly every mid sized to large town (and many small villages too) had at least one company who could supply, or even build from scratch, wraparound rear bumpers of that type for farm trucks. They continued to be built right up until the "big three" quit producing trucks with utiline or step side bodies, and there were some that were even made to fit sweptside bodies.
Those type of bumpers were never factory equipment on Power-Wagons and are actually kind of rare to see on a Power-Wagon probably due to the decrease in ground clearance and departure angle on a truck that was made to spend most of its life off road. None of the tail lights appear to be Dodge original either.
The stock rack looks like it is easy to dismantle and remove. For me, that would be a keeper. It would sure make hauling brush, feed for livestock, and moving your inlaw's second cousins household belongings much easier.
