In the end, it was simply the POS cable terminal being not 100% clean. Todd your issue being identical to mine made me look once again at the terminal cleanliness.
now its so weird, eh? I cleaned both rather good, so I thought? Another cleaning with heavy grit sandpaper did a better job than my first attempt I guess. just didnt see this as the culprit. .but absolutley nothing on the foot starter had me thinking it was something far worse.
In any case in my quest to resolve this, I did take the battery to a carparts store. they determined a dead cell, and even though it held 12.5 volts charge, it had lost its cranking amp ability, so it too was changed out.
so, in the end. I got the darn thing running again.
something so simple like this makes ya feel like your loosing it, ya know>
