Thanks Kaegi! You get the grand prize for getting the closest to identifying the correct problem! Turns out the cast housing is broken where the starter lever pin goes through the housing. This allowed the lever to twist and move slightly so the contacts were not connecting. Thanks for getting me thinking about that! I owe you one!
