Cummins 4bt issue on off road slope.

Had this issue a couple of times. I lose power on hills, Power drops either right off or the engine dies. I can fire it up and get it going but sometimes it happens again. This has not happened on pavement.
Tank is full.
Pickup tube is in a sump.
New lift pump.
No leaks , except a small weep at a return line, that I fix but it will return 2 weeks later.

Any ideas? Electrical connection to the injection pump is fine.
