stuck valves

I can only get about a quarter turn on my crank shaft before coming to an abrupt stop. I pulled the head and even though I am a rookie at this, Im seeing stuck valves on cylinder 1. do you think pulling the side covers gives me enough access or should I pull manifold as well? please direct, as I have next to no experience!
