Sounds like vintage Dualmatic made in Longmont, CO. 1/2 turn does the trick. The levers turn a shaft to engage with the star like drive gear. In the free position the drive gear passes by the notched out side of the rotating shafts. The cover plate is prone to cracks under severe use, esp. with loose bolts. They still have a nice vintage look. Most were factory painted a medium blue color.
