Can Brake Drums be Turned to much?

Can the Power Wagon Brake Drums be turned to much that the brakes won't work? I am still having problems with my brakes adjusting them up right? It seems that on a couple shoes the adjuster can go all the way around and not go tight. I remember the guy who turned my drums said I may have turned them beyond what the factory said is allowed? I have to pump twice no matter how there adjusted and just thinking they have to be pushed to far to stop the truck for the master cylinder to do it on one pump??
