Most electric and mechanical fuel pumps are pushers and rely on gravity or a siphoning effect to feed them. A common problem is using paper or high micron filters ahead of a pump will cause to much restriction. Using a screen or sock on your tank pickup ahead of a pump is the best and will create less restriction. Installing a filter after the pump is the best, most mechanical and electric pumps have screens built into them on the inlet side.
A filter with a bypass outlet back to the tank is a good idea also, as it helps regulate pressure and cools the fuel as it's circulating fuel back to the tank when the demand is low.
