I think most of the electric pumps are centrifugal style, which means they push well but don't "suck" well, which is why they should be mounted close to or in the tank. They need a certain "head pressure" to work correctly.
If the pump has problems pulling fuel it could cause the vapor lock, the suction side pressure would drop allowing the fuel to vaporize creating a vapor lock in the pump.
