Usually the throttle return spring needs more tension when it won't return to idle. Carb rebuilding kits are available from NAPA, click link. It depends where the drip is coming from. If gas is seeping around the float bowl gasket, float is too high or has a hole in it letting gas to enter the float causing a higher gas level in the bowl. If leaking out of the body, then you need to look for another carb.
