Gas tank ? Im not sure?

OK so you have a gas tank. Fuel outlet is in the side of the tank about 1 inch from the bottom. It has a pickup tube that goes from the outlet and lays down to the center of the tank with a sock on the end of it. Clean tank its new. Fill with gas about 8 gallons. I think gas should run out of the outlet, right or wrong. Crazy or what, HELP Thanks Bill.
