If the lever does not want to pump fuel into the bowl, it could be a stuck needle in the carb bowl inlet. I've seen carbs beat to death from pounding on them, trying to free the stuck needle.
If cold, and you pump the lever, I usually hear fuel squirting into the bowl.
But also, the lever won't pump if the cam lobe is already pushing on the pump. Try rotating engine 1 turn?
Try removing air cleaner, and priming the engine by trickling a teaspoon of gas into the carb? That will tell you if it's a fuel delivery problem.
