Sounds like you learned the hard way, as I did. I was recently cleaning up my milling machine and was using gasoline, which did a great job of taking the congealed oil off without hurting the paint. Then I used lacquer thinner on some unpainted parts and it ended up dripping on a painted part and lifting the paint. Apparently gasoline is relatively easy on old paint. But for a sign like that, I'd just use soap and water and whatever doesn't come of will be "patina".
