Stuck in summer position wouldn't cause starting issues in the winter, but it would cause carb icing. That was my problem on my first sno-cat. Drove it up to the top of the mountain okay, but then on the way down it got progressively more and more gutless. Limped home, looked in the carb, and there was 1/4" if ice all around the throat. Air temp was near freezing and cloudy/damp out -- ideal icing conditions. Heat riser was stuck in summer position, so no carb heat. Had to separate the manifolds to un-stick it. Passages under the carb were one solid block of soot as well. Weird that anybody anywhere ever would set the heat riser on a sno-cat to "summer".
