True that the hub is a small diameter, but every little bit contributes to the whole.
The crank pulley on our engines is of a smaller diameter and lighter weight than a wheel hub, but they are drilled to a balanced condition. The governor drive pulley that mounts between the water pump pulley and the fan is smaller yet, but it is drilled to a balanced condition. The driven pulley on the governor itself is smaller and light yet, but it too is drilled to a balanced condition.
Yes, the hubs don't contribute much, but the little they do contribute cannot be overcome by balancing the tires and wheels alone if one wants to be able to rotate tires to different corners of the truck while maintaining all corners balanced.
