MD is a title state. In MD you need a title to transfer vehicle ownership, sell it to a junk yard, or scrap it yourself and turn it in. If you don't have a title, you need to get a court order after going through a process to get the court order awarded, then a VIN inspection from Maryland State Police, in order to create a title. The only exception to this is the mechanic lien (as stated in VA) or if a vehicle comes from an estate with no title- then they will create a new title. From outside the state, you need whatever that state uses for recording vehicle ownership- and as many know that ranges from registration certificate to full title. I much prefer Maine- no titles for anything older than 15 years.
