Radial tubes and flaps

Where do you guys get tubes and flaps for 900 R 16 tires for a ffpw. I am having problems finding radial flaps for centered metal valve. Universal Tire has radial tubes but no radial flaps. They do have bias tire flaps.

I have had two flats in the last year with rubber valves and flips without a metal piece around the valve. The tube pushes the flap out of the valve slot in the rim until the tube fails at the valve. They have been mounted for 12 years.
