Tailgate center hinge question

OK, so the center hinge for my 57 W100 tailgate appears to need to be shimmed out about a quarter of an inch from the back face of the valance. Is this normal? I compared the hinge to several others I had and they all seem the same. If I screw in the 2 screws in from the top, the vertical leg is about a quarter inch out from the valance. If I was to bolt it in, it would distort the valance. Is there supposed to be a shim of some sort between the hinge and the valance?
