It looks to be a civilian PW cowl & chassis. This type of vehicle is still commonly supplied to commercial body companies for custom vehicles, ambulances, busses, etc.
I once saw a '68 F-350 cowl & chassis for sale, a former airport fuel truck. It had no winsheild, only a floor, firewall, and a standard fron end. I almost bought it to make a flatbed!
