To add to that, two aspects of this problem are as follows:
1. The bill gives the DOD the leeway to draft the regulations. In general, most folks who draft regulations are not the same folks who enjoy a hobby, or who participate in something the agency regulates. As an example, it is not a requirement of the BATF that you smoke, drink, and shoot, to work for them. So, it is an easy matter for the regulatory person to draft a regulation saying "military vehicles designed for, or purchases by, the US miltiary are significant military equipment". That person probably wouldn't mean to get a 60 year old truck, but it is easier to get them all and not worry about the exceptions. Keep in mind, he may only ride a VW, so he won't understand your problem.
2. Broad laws make for abusive regulations in the hands of the wrong people. Here, in some future administration, the President may decide all old vehicles are a hazard on the road, or that they all pollute to much. It would be an easy matter, therefore, to direct the DOD to find that they were a thread to the public, and then they would be significant military equipment. I am a lawyer, and there are a lot of oddball regulations that come into being that way.
