Yes it is normal if you have the stock military lighting system. You only have one brake/marker light (left side) that will come on with the headlights. On the right side is the blackout brake/marker light which should work with the blackout setting on the switch. Most people do away with the blackout brake light and put a duplicate brake/marker light on the right side (some rewiring needed) or they go for the bigger style composite military brake lights. The front markers only work in blackout setting the top bulb (lens) was later used for turn signals on the 37's that were updated (B-1's came stock with turn signals).
