I wouldn't recommend Colorado if freedom from outside interference is your primary goal.
I live in Colorado where the scenery is great, the climate is great, the people are great, and we have more rules and regulations than any human should have to deal with. Just about everything requires permits and/or licenses. The latest one I found out about was it's illegal to collect the rain water from your roof and divert it to a cistern. Almost all the mineral and water rights belong to someone other than the property owner and it's been that way since the end of the Civil War.
