On the military-style Power Wagons the PTO unit has a shaft that extends both front and rear. It's pretty common to see PTO-driven stuff at both ends of a truck. You leave the winch out (not-engaged) and just let the front shaft spin while you run your pump or whatever in the back. When you have two winches off one PTO unit, it would require a little more thought to keep from ending up with both engaged at the same time. On a '60s W-300 wrecker I saw a PTO unit on the tranny for the front winch and one on the transfer case for the rear bed-mounted winch. The PTO unit on my Dad's '41 WC only has the shaft coming in one direction, but you can pull the unit and spin the shaft around so it faces the other way.
