I wonder if the motor has been changed- some of the cvar motors had a 3 piece pully setup- a hub and two sheeves that bolted together in a exact pattern so that the timing marks were right in relation to the crank key - this is also true with a industral or a farm engine ! As to the 12 volt system- you need a 12 volt gen or altnator- not all that hard to do !! I used a Dodge 12 alt . with a homemade pully the same size as the one that was on it but a wide belt and made a mount for it and it worked fine but you do have to change all the bulbs to 12 volt ! Also reverse the wires on the ammeter !! If your other gauges are mech. that sould about do it ! Have fun !
