How do you get the felt in the holders for the front axle?

I purchased the seal kit from VPW and I am now at the point where I need to get the felt into the half circle metal brackets. Problem is, that felt is large and the retainer is small. It almost looks like the felt is twice the size it should be.

Any thoughts?
