question about sludge in oil pan

drained my oil today figured i would leave the pan plug off to let it keep dripping... the drain does not allow it to drain the last 1/4 inch or so of the pan is there a reason for that.. seems like more crap would come out if it was on the bottom...got in there with a long piece if metal i bent to get in there to pull some more out... that must mix with the new oil i would think...have to pull my radiator to have it flushed out good time to look at the tube in the engine i guess
