As far as I know the '39 Treasury trucks were all dark green off the line, and then overpainted OD, so different from your cab.

OK, next possibility. 39 TF 40x4, I think Dave Cirillo has / had one. Any extra light switch holes? any rivet holes above instruments for military plates?
