I had the same problem, here's what I did.
My tires were no good, dry rotted and bald, so I wanted to install new tires, tubes and flaps.
I used a 1" hole saw and drilled thru the tire sidewall just above the gap in the bead ring. From that hole, I used a sawzall with metal cutting blade to saw down thru the gap in the b
ead locking ring completely cutting thru the sidewall and bead of the tire . This completely released the grip of the tire on the rim, allowing it to come off easily
I then sanded and painted the wheel and put the new tires on.
