You won't get diddley pressure on the brake band until both sides hit the drum.
That said, there ought to be a looooong fully threaded bolt through the two ends, and a spoing to the ummm top side. Spring pushes the top half of the band up, bottom half uses gravity. The bolt has several nuts. You adjust them to lift the bottom up close, and pull the top half down close. A parts manual might help.
