78 M890 Voltage problems

I've got a 1978 Dodge M890. When driving it, the voltage meter goes into the red on the plus side of the meter and the lights shine extra-bright. Occasionally, the meter will go back to the center of the gauge and the lights go back to normal. Is this the sign of a bad voltage regulator? Is the regulator on these things adjustable? Where in the engine bay is it located? Am I way off base?
