m37 missing on 1 + 4

i have a m37 missing on 1 + 4 using civilian distributor, missing on 2 + 4 using military distributor. the missing plugs are getting fuel(wet).i have tried timing on both 1+6.
the carb is a new rebuilt military, new rings and bearings, shaved head, 120lbs compression on all 6. i am using a 1-5-3-6-2-4 firing order. having scoured the web and picked countless mechanics brains i am hoping someone can point me in the right direction.
